Who needs a permit from this office?

Anyone outside the incorporated areas of St. Landry Parish or anyone located in the city limits of  Arnaudville, Palmetto, Melville, who is planning on any type of construction, placement of a movable structure, moving, replacing, remodeling or adding any type of structure to a piece of property , needs to obtain a permit. Information on building codes can be found at lsuccc.dps.louisiana.gov.

Where can I obtain a permit?

Permits can be obtained in the Parish Government Permit Office located at 118 South Court Street, Suite 118, Opelousas, LA 70570. Permit Office hours are 8:00 a.m. – 12:00 p.m. and 1:00 p.m.-4:00 p.m. Monday – Friday by appointment only.

Residential Permits

STEP 1 (New Construction Only)
If you are MOVING a structure on property go to step 2, for new construction you need to submit 2 copies of construction plans, which should include: site & floor plan. The inspection and review fee is due when plans are submitted for review. Once the plans have been reviewed you will be called in to obtain your building permit and permits fees are due at the time permit is issued.

STEP 2
To obtain your building permit you will need to bring in the following information:
  1. Cash Sale or Deed for the property, registered in the Clerk of Court’s Office.

      • Estimated cost of development or value of structure
      • Copy of estimates from a lumber company, contract, bid or loan papers
      • NEW CONSTRUCTION ONLY – letter/bid from contractor stating he is doing the job and his state contractor’s license number. (State Law requires that any home exceeding $50,000.00 in cost and not self-contracting must be done by licensed contractor.)
  2. Square footage of living area and square footage under roof.
  3. Name of utility company that services your area.
  4. Apply for culvert permit, if needed, at 337-407-0950 for a parish road or 337-948-0253 for a state highway.

    AFTER RECEIVING YOUR PERMIT
  1. You will need to contact the Louisiana Department of Health (337-948-0266) and obtain requirements of sewer and water facility.
  2. Temporary electrical service on new construction only will be issued by The Board of Health.
  3. Electrical service for final power will only be issued when all of the following is returned to LDH.

      • Elevation certificate to permit office (if applicable).
      • ID tag and certification by installer.
      • 911 address (337-948-9079).

Commercial Permits

STEP 1

Contact State Fire Marshal for approval of proposed plans for all commercial development and obtain written approval (225) 925-4920 or 1-800-256-5452.

STEP 2

Submit 2 copies of construction plans to the Permit Office along with inspection fees. Once plans are reviewed you will be called back to obtain necessary permits. If the structure is a movable skip step 2 and follow step 3.

STEP 3

Apply at the Parish Permit Office with the following:

  1. Letter of approval from the State Fire Marshal Office.
  2. Cash sale or deed for the property which should be recorded in the Clerk of Court’s Office.
  3. Cost of development
  4. Name of utility company that services proposed location.
  5. Contact the Louisiana Department of Health for approval of commercial sewage system (337)948-0266.
  6. Contact the Parish 911 Office (337) 948-9079 for an address.
  7. Culvert permit, if needed, call 337-407-0950 for a parish road or 337-948-0253 for a state highway.

Example: If the project cost is $1,000,000.00 the permit would be $4,000.00 plus $1,000($200,000.00/1000=200 x $5.00 = $1,000.00). So, $4,000.00 + $1,000 = $5,000.00 permit cost

ELEVATION CERTIFICATES

The Federal Emergency Management Agency (FEMA) provides the parish with a flood plain map. This map shows what property is in a flood zone X (500-year flood zone) and what is in flood zone A/AE (100-year flood zone). If the property is located in a flood zone X, flood insurance is not mandated by FEMA but is certainly available at lower rates. If the property is located in a flood zone A/AE, the lowest floor of the home and equipment servicing the home must meet a base flood elevation requirement predetermined by FEMA of the Corp of Engineers.

When the permit is purchased an elevation certificate will be issued and must be completed by a licensed surveyor or engineer.  This form must be returned to the parish permit office before final approval is given. 

This practice is a requirement of the United States Federal Government in order for the citizens of St. Landry Parish to purchase insurance against flood damage. If this is not enforced, the insurance will not be available to any citizen in the parish.   By federal law, flood insurance coverage is a mandatory requirement for approval of loans, funding mortgages, etc. within an “A flood zone”.

AFFIDAVITS

Affidavits are issued for existing buildings, which have not been remodeled, altered or relocated, or welding machines, water wells, security lights, billboards, etc. Charge for an affidavit is $50.00.

To obtain this affidavit you must come to the office with the address of the location. You will need to provide us with your account number for your electric company.
