Jimmy J. Olivier Jr., 52, of Darryl Lane in Port Barre, was arrested with one count of Cruelty to Animals on Tuesday, December 27, 2022.

On Saturday, December 24, Animal Control Director Spencer Cornette was notified by the St. Landry Parish Sheriff’s Office that they received a complaint about a dog that had no food or water and that the dog’s collar was secured very tightly around his neck.

On Saturday, Cornette reported to the location of the complaint and found the dog running at large on Limestone Road. He took possession of the dog and transported it to the animal control shelter. A veterinarian was contacted immediately after possession, and Cornette received instructions on how to care for the dog until treatment was available on Monday.

Cornette contacted Detective Mark Kidder and advised him that the dog had a severe laceration around the neck where a collar would have been located. Spencer then sent pictures that showed blood and deep lacerations to the neck of the dog. Kidder then sought an arrest warrant due to the nature of the neglect.

An arrest warrant was issued on December 27, 2022, for violation of Louisiana Revised State Statute 14:102.1(i) – Cruelty to Animals, due to the dog’s lacerated neck from a tight collar and not providing proper vet care. The offender was booked into the St. Landry Parish Jail.

Parish President Jessie Bellard stated “We are not taking these offenses lightly. Our investigations department is fully prepared to enforce the animal control ordinances that are in place for our parish.”
