PUBLIC WORKS COMMITTEE MEETING MINUTES 

  1. Chairman Jimmie Edwards called the Public Works Committee of the St. Landry Parish Council to order.    
  1. Pledge of Allegiance and Invocation was led by Councilwoman Easton Shelvin. 
  1. Roll Call:  

Present:  Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor, and Vivian Olivier.  Ex Officio Coby Clavier.  ABSENT:  None. 

  1. Person to address the Committee: 
  1. Crystal Cochran addressed the Council in regards to property damage in Arnaudville along the canal and noticed a half mile of fencing was removed by the  drainage board and requesting the fence been repaired and placed back it’s about $4,000 worth of damage done to fence. Councilman Alvin Stelly stated it is in his district and he did call the drainage board for assistance. Crystal Cochran stated she was told by drainage board they didn’t have money to fix fence and she could not attend meeting because it was private. Legal Counsel Garett Duplechain asked Ms. Crystal Cochran to share her contact information with his office and they could try to reach out to the drainage board but he could not represent her because he represents Parish Government but he will try to help her. Ms. Cochran is also requesting all the trash that was taken out of the canal be buried back instead of a big pile on the property.  
  1. Mayor Julius Alsandor thanked the St. Landry Parish Council for their contribution in helping our neighboring Calcasieu Parish flood victims. Mayor Alsandor stated he knows the job can be challenging and we will not always make everyone happy so he commends each Council member for the time and energy they are putting into the Parish. He thinks all of us can say we are truly blessed and we got lucky this time. Mayor Alsandor stated he know there are times we are separated but now is not the time, it is the time to come together which he thinks all of us have done that in some certain type of way. We have reached out Mayor Alsandor stated because of the monetary donation given he will be traveling to Lake Charles this Friday morning.  He will bring the monetary donation along with 150-200 cases of water to Mr. Tony Guillory and the Mayor of Lake Charles. 
  1. Harold Schoeffer addressed the Council regarding flood control and measuring the water levels in the Bayou and Calculated Currents.  Councilman Harold Taylor thanked Mr. Schoeffer for addressing the council.  He state he is a volunteer with Mr. Schoeffer and members of the Lafayette Delegation.   

Public Works Chairman Jimmie Edwards requested to amend the agenda to add an additional item.  Resolution No. 030-2020

Councilman Harold Taylor stated he does not have to amend the agenda, He can add an additional item on at the end of the agenda.   

  1. Public Works Report: 
  1. Update on Adjudicated Property in the Parish. 

Interim Parish President Jessie Bellard stated the Parish Government will be working with Solid Waste on some issues.  We have a big problem all over the parish.  We will be discussing Adjudicated Property and Code Enforcement issues across the Parish.  I will have more information regarding Adjudicated Property at the next regular meeting. 

  1. Update on Road Work throughout the Parish. 

Public Works Director, Russel Schexnider stated there are two motor graders out of three that are running now.  90-100% of roads need to be graded and 90% of ditches need to be dug.  St. Landry Parish Solid Waste Disposal District is assisting us with picking up trees and the branches on the side of the road that was caused from the storm.  Additional material is needed to complete the work on Chris Road.  Councilwoman Mildred Thierry asked Public Works Director, Russel Schexnider if he could work something out and take care of the tall weeds that is blocking and falling over on the entrance to the highways in various area.  Public Works Director, Russel Schexnider stated he has only 8 employees and they are trying to address the tall grass issues thru out the parish.  They are working to cut the grass on Cosay Road. 

A motion was offered by Councilman Jerry Red Jr., seconded by Councilman Harold Taylor Mildred Thierry to accept the Public Works Report. 

On roll call vote: Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor, and Vivian Olivier. NAYS:  None.  ABSENT: None.  ABSTAINED: None.

  1. Forward all applications received for one appointment for a four year term to the Public Works Commission District Six.  (10-20-2020 to 10-20-2024). 

A motion was offered by Councilman Jerry Red Jr., seconded by Councilwoman Mildred Thierry to forward to regular meeting held on Wednesday, September 16th, 2020 all applications received for one appointment for a four year term to the Public Works Commission District Six.  (10-20-2020 to 10-20-2024). 

On roll call vote: Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor, and Vivian Olivier. NAYS:  None.  ABSENT: None.  ABSTAINED: None. 

Motion forwarded. 

  1. Forward all applications received for one appointments for a six year term to the Acadia-St. Landry Hospital Service District. (10-01-2020 to 10-01-2026). 

A motion was offered by Councilwoman Mildred Thierry, seconded by Councilman Easton Shelvin to forward to regular meeting held on Wednesday, September 16th, 2020 all applications received for one appointments for a six year term to the Acadia-St. Landry Hospital Service District.  (10-01-2020 to 10-01-2026). 

On roll call vote: Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor, and Vivian Olivier. NAYS:  None.  ABSENT: None.  ABSTAINED: None.

  1. Authorize the Council Clerk to advertise for one appointment to Ward Two Gravity Drainage District No. 1 for the remainder of a four year term ending 04-19-2021. 

A motion was offered by Councilman Jerry Red Jr., seconded by Councilman Harold Taylor to forward to regular meeting held on Wednesday, September 16th2020 authorizing the Council Clerk to advertise for one appointment to Ward Two Gravity Drainage District No. 1 for the remainder of a four year term ending 04-19-2020.  

On roll call vote: Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor, and Vivian Olivier. NAYS:  None.  ABSENT: None.  ABSTAINED: None. 

Motion forwarded. 

  1. Authorize the Council Clerk to advertise for two appointments ending 09-19-2020 and four appointments ending 11-18-2020 to Fire District No. 7 for a one and two year term.   

A motion was offered by Councilman Harold Taylor, seconded by Councilman Easton Shelvin to forward to regular meeting held on Wednesday, September 16th, 2020 authorizing the Council Clerk to advertise for two appointment ending 09-19-2020 and four appointments ending 11-18-2020 to Fire District No. 7 for a one and two year term.  

On roll call vote: YEAS: Jerry Red Jr., Easton Shelvin, Mildred Thierry, Harold Taylor and Vivian Olivier. NAYS:  None.  ABSENT: None.  ABSTAINED: None.

A motion was offered by Councilwoman Mildred Thierry, seconded by Councilman Easton Shelvin to forward to regular meeting held on Wednesday, September 16th2020 authorizing the Council Clerk to advertise for two appointments to the St. Landry Gravity Drainage District No. 14 for the remainder of a four year term ending 06-21-2021.

  1. Discuss update on grass poisoning throughout the parish.  (Chairman Coby Clavier). 

Chairman Coby Clavier questioned Public Works Director, Russel Schexnider on an update on the truck rig up and the certification of the employee that will operate the truck. 

Public Works Director, Russell Schexnider stated, “We are near ready.  We ordered chemicals today and we got good prices.  I am hoping next week we can begin spraying, with weather permitting.” 

  1. Discuss Fire District No.7 list of voters who were unable to vote at the last tax renewal election.  (Councilman Wayne Ardoin).  

Administrative Finance Chairman Wayne Ardoin stated, “One month ago we had a Tax Election in District 7.  Some of the people could not vote.  They were all for the tax but they were not on the voting list.  About two years ago or longer, we redone the map of the Fire District and some of these people were in the Fire District but they were not on the rolls.  I am asking that our council clerk research and get with the Registrar of Voters and the Assessor’s Office.  These people pay their taxes but they were not on the voting list. 

I am asking for a motion to allow our council clerks to look up the minutes of when we took the Fire District boundaries in that takes these people in so they can be on the roll and be able to vote when this thing comes up again.  It maybe years from now but they want to be able to be activated.”  

A motion was offered by Councilman Harold Taylor, seconded by Councilwoman Mildred Thierry to forward to regular meeting held on Wednesday, September 16th, 2020 authorizing the Council Clerks to research old minutes and get with the Registrar of Voters Office and the Assessor’s Office to find out when the Fire District 7 Boundaries were taken and present the findings to the council.

  1. Discuss why a permit was not received on work done by a Utility Company for work performed on Grant Road which was damaged heavily.  (Councilman Wayne Ardoin). 

Administrative Finance Chairman Wayne Ardoin stated there is a utility company working for Entergy.  They are putting up electrical lines for utilities on Grant Road.  He questioned Public Works Director, Russell Schexnider if a permit was received to do the work by this utility company on Grant Road.  Public Works Director, Russell Schexnider stated he was not sure if the company received a permit or not.   If it is a parish road use they will look at the situation and approve the road use.  He will take a look at the situation and approve for a permit or not.   Administrative Finance Chairman Wayne Ardoin stated this utility company damaged Grant Road.  He stated the company should get a permit if they do not have one.  Public Works Director, Russell Schexnider stated Grant Road had damages such as depressions and base failures before this utility company began any work.  He has not seen Grant Road since last week.  He stated he will check on the situation with the Permit Office and make sure the utility company pay for any damages that they may have caused on Grant Road.  

  1. Discuss Garbage Pick-up.  (Councilman Wayne Ardoin). 

Richard LeBeouf, Director Solid Waste Disposal Districted stated due to the COVID-19 issue, there are some drivers that are out.  We have additional trucks coming in the week after Labor Day.  With the pandemic and the hurricane we are trying to rectify garbage pick-up times.   Administrative Finance Chairman Wayne Ardoin stated he appreciates everything he has done for the Parish and in the City of Opelousas.  I asked Mr. Cummings to be present because he represents some of the same areas.  We have not been getting any pick up in the Park Vista Area.  Today, there was two trucks in Parks Vista at one time.  It is not your people, it is the contractor that we have.  Richard LeBeouf, Director Solid Waste Disposal District stated this pandemic really took a toll on the situation.  He stated with new drivers coming to assist, they are not familiar with the area.  Assistance has been received from Shreveport, Leesville and Lake Charles.  I am doing the best that I can under the circumstances.  You all have my phone number if there are any problems.  

Mr. Charles Cummings, Councilman, District C, City of Opelousas addressed the council.  He stated the same problems occurred a few months ago.  There was no pick up on a Wednesday, Saturday and again on the Wednesday.  We are getting calls every day.  A constituent stopped him to ask when will the garbage be picked up.  He stated to Mr.  LeBeouf that the constituents are paying taxes for their garbage to be picked up and if his contractors are not doing their job they should be replaced.  Richard LeBeouf, Director of Solid Waste Disposal District state he takes full responsibility for the inconvenience.  He is not blaming the situation on COVID-19.  He gave Mr. Cummings his number and requested Mr. Cummings to contact him anytime because he is willing to assist any way he can to make sure that pickups are on schedule.  Chairman Jerry Red Jr., stated some constituents in the rural area have garbage pickup once a week and not twice a week like these municipalities.  He stated they were supposed to start picking up once a week in the city instead of twice a week.  He questioned if Solid Waste have a time frame when they will have garbage pickup once a week for the city just like the rural area.  He stated he is aware that if they don’t pick up within 24 hours there is a fine toward Waste Connection.  Richard LeBeouf, Director of Solid Waste Disposal District stated the once a week rate that was proposed from Waste Connection was unacceptable.  He will send out a RFP that will be sent out in a mast advertisement e-mail.  They will seek proposals for new service thru-out the parish.  We have 39,000 plus residential stops parish wide.  Councilman Harold Taylor questioned the amount of garbage cans each constituent have in Opelousas.  

Mr. LeBeouf stated some constituents have one and some have two.  Councilman Harold Taylor stated another garbage can should be issued since they are going to a once a week pickup.   Administrative Finance Chairman Wayne Ardoin thanked Richard LeBeouf for attending the council meetings and answering the council’s questions.    

  1. Discuss any other business properly brought before this committee.
