ADMINISTRATIVE/FINANCE COMMITTEE MEETING MINUTES
Due to the Covid-19 Pandemic, Council Members are using
Zoom Conference Calling System to participate in the meeting
1. Chairman Coby Clavier called the Administrative/Finance Committee of the St. Landry Parish Council to order.
2. Roll Call:
Conference Call: Nancy Carriere, Gil Savoy, Alvin Stelly, Dexter Brown. Ex-Officio Coby Clavier. ABSENT: Wayne Ardoin and Timmy Lejeune.
Chairman Coby Clavier led the Pledge of Allegiance & Invocation.
3. Person to address the Committee:
No one was present to address the Council.
4. Parish President & Finance Report:
a. Parish President Jessie Bellard stated he would like to recommend Van Reed to be placed on the 911 Board. He would replace Russell Schexnider who was dismissed earlier this year. The Ordinance reads the OEP Director is to be placed on the 911 Board.
A motion was made by Councilman Alvin Stelly, seconded by Councilman Gil Savoy to forward to Regular Meeting held on Wednesday December 16th, 2020 authorizing OEP Director, Van Reed, to replace Russell Schexnider on the 911 Board. (Expiration date 01-04-2022.)
On roll call vote: YEAS: Nancy Carriere, Gil Savoy, Alvin Stelly, and Dexter Brown NAYS: None. ABSENT: Wayne Ardoin and Timmy Lejeune. ABSTAINED: None.
b. Inspections- Parish President Jessie Bellard stated, “Earlier this year we discussed going on our own with inspections. We requested people to come in and put their applications in to be considered. We did not receive many applications, therefore we contacted Ardoin’s Architect. They have agreed to come on as our CVO and do all of our inspections at a rate of $85,000.00 a year. We will collect all the inspections and they will do all the inspections on our behalf as our contractor. We will have the contract set and ready for full council meeting on December 16th, 2020.”
Councilman Jerry Red Jr. asked, “Is the job still open for anyone to sign up.”
Parish President Jessie Bellard stated, “The job was posted for the last six weeks and we didn’t get anyone within our parish to apply. We received applications from New Orleans, Metairie and Baton Rouge, but no one from this parish that met the criteria. We contacted Brody at Ardoin’s Architect since they used to do that for the parish on and off to help out. He agreed to the pricing, they will go do the work and we will collect inspections. We should net about $200,000.00 a year, that’s what we hoping for.”
Councilman Harold Taylor stated, “Jessie, that is exactly right, we were spending close to $300,000.00 on inspections the last year. This is substantial improvement. Thank you for your work on that.”
Councilwoman Nancy Carriere stated, “I have a question, if we were spending over $300,000.00 on building inspections how much did we collect?”
Parish President Jessie Bellard stated, “We would collect the whole $300,000.00 then sub it out to another contractor to do the work. Now we will collect the inspections. The fee that will be paid to the CVO is $85,000.00 a year and that is a flat rate. The extra money, instead of paying it to a third party contractor, will retain in our general fund operations.”
A motion was made by Councilman Alvin Stelly, seconded by Councilman Dexter Brown to forward to Regular Meeting held on Wednesday December 16th, 2020 approval of Ardoin’s Architect as the Inspection Company for the Parish.
c. Veteran’s CEA
Amanda Cain, Finance Director stated, “In your package it shows Veteran’s Affairs CEA in the budget for 2020. We had $381.00 per month, which is $4,572.00 per year to pay Veterans. We just need approval for Parish President to sign the contract.”
A motion was made by Councilman Dexter Brown, seconded by Councilman Alvin Stelly to forward to Regular Meeting held on Wednesday, December 16th, 2020 authorizing the Parish President to sign the CEA with the Louisiana Department of Veterans Affairs.
d. October Budget to Actual Financials, “The Revenue as of October 30th, for:
General Fund: $4,895,275.49.
Net Income: $267,764.81.
Road and Bridge Fund: $1,442,291.88,
Net Income of- ($11,788.60).
Health Unit: $1,556,836.70,
Net Income is $374,351.61
Jail Fund: $644,284.49
Net Income: $237,863.90
Net Loss: – ($15,349.45)
Councilman Harold Taylor asked, “Are we expecting more income on some of these in the last quarter.”
Finance Director Amanda Cain stated, “Yes, we are expecting more income in the last quarter.”
A motion was made by Councilman Gil Savoy, seconded by Councilwoman Nancy Carriere to accept the Parish President and Finance Report.
5. The St. Landry Parish Planning Department would like to forward to full council the final approval for the Gardner Estates.
A motion was made by Councilman Alvin Stelly, seconded by Councilman Gil Savoy to forward to Regular Meeting held on Wednesday, December 16th, 2020 the final approval for the Gardner Estates.
6. Discuss Fleur Des Coteau Road. (Councilman Wayne Ardoin.)
Item was discussed earlier on the Public Works Agenda.
7. Discuss the renewal of the Airport Land Leases for Doucet’s Towing (Wayne Doucet and Scott Burling.)
Parish President Jessie Bellard stated, “The contract renewal is on January 1st, 2020.” Legal Counsel Garett Duplechain stated, “We should forward the renewal to the full council so the council can approve both of those leases.”
Councilman Jerry Red Jr. stated, “Is there any difference in the lease contract.”
Jessie Bellard stated, “Not that I am aware of. It is the same lease as before.”
Garrett Duplechain stated, “The only difference on the original current leases is the Parish Government can increase the rent every 5 years. If they renew for 10 more years that’s an increase that’s built into the current lease. I believe we increased our current rent to a nickel a foot, if there are any issues with our renters that would be it.”
A motion was made by Councilwoman Nancy Carriere, seconded by Councilman Alvin Stelly to forward to Regular Meeting held on Wednesday, December 16th, 2020 the renewal of the Airport Land Leases for Doucet’s Towing (Wayne Doucet and Scott Burling.)
8. Discuss any other business property brought this committee.
No other business to discuss at this time.
9. A motion was made by Councilman Gil Savoy, seconded by Councilwoman Nancy Carriere to adjourn the Administrative Finance Committee Meeting.
