Due to the Covid-19 Pandemic, council members are using

  1. Chairman Wayne Ardoin called the Administrative/Finance Committee of the St. Landry Parish Council to order.

Councilman Dexter Brown joined the meeting later.

  • Administrative Finance Chairman Wayne Ardoin requested to amend the Agenda to add Item No. 16.  Resolution No. 025-2020 – Sewer Treatment Plant in the Linwood Subdivision.

A motion was made by Councilman Gil Savoy, seconded by Councilwoman Nancy Carriere to amend the agenda to add item 16.  Resolution No. 025-2020 – Sewer Treatment Plant in the Linwood Subdivision.

On roll call vote:  YEAS:  Nancy Carriere, Gil Savoy and Timmy Lejeune.  NAYS:  None.  ABSENT: Alvin Stelly and Dexter Brown.  ABSTAINED:  None.

  • Administrative Finance Chairman Wayne Ardoin requested to amend the Agenda to add Item No. 17.  Exemption of a permit for 247 Sandre Lee Road, Opelousas. 

A motion was made by Councilwoman Nancy Carriere, seconded by Councilman Gil Savoy to amend the agenda to add item 17.  Exemption of a permit for 247 Sandra Lee Road.

  • Administrative Finance Chairman Wayne Ardoin requested to amend the Agenda to

add Item No. 18.  Item No. 10 carried over from Public Works.  Update on issues from Community Action.

A motion was made by Councilman Timmy Lejeune, seconded by Councilwoman Nancy Carriere to amend the agenda to add item No. 18.  Item No. 10, carried over from Public Works.

  • Person to address the Committee:
  • Sheriff Bobby Guidroz addressed the council regarding the Training Center Firing Range on LA 749 that belongs to the St. Landry Parish Government.  He stated, “We have created policies and procedures to regulate safety.  We have a Range Officer at the facility 8-10 hours per day, five day per week and I am here to answer any questions the council may have regarding firing ranges and the safety.”  Councilwoman Nancy Carriere thanked the Sheriff for calling in to answer questions.  She questioned if any constituents have called his office with complaints regarding that Shooting Range off of HWY 190.  She informed the Sheriff that some constituents have contacted her and Legal Counsel Garett Duplechain have prepared an Executive Order.  Sheriff Bobby Guidroz stated, “I have receive about five complaints within the last seven months from citizens that assumed the Sheriff’s Office was using the Opelousas Police Association.  The complaints stated that bullets were going over the Berm.  Some complained that people were people going to the shooting range with their AR-15 and shooting in the air and the bullet casings were falling on their roofs on HWY 742. Deputies were sent to investigate and there were damages to outdoor kitchens and a garage.  I have not spoken to Chief McClendon but the Police Association is responsible for the safety at the Range.  At our Range on Airport Road we have 10 slots where 10 officers may use them all at once and it is safe.  I did not do a physical inspection at that location on HWY 190 and I did not speak to Office Boudreaux regarding any of the complaints.”   Councilwoman Nancy Carriere asked Sheriff Bobby Guidroz to elaborate on how a shooting range is suppose operate and safety.

Sheriff Bobby Guidroz stated, “When someone is scheduled to shoot a supervisor is always available.  I have a range of policies and procedures I can provide to the council.  These policies maintain discipline on the range.” Legal Counsel Garett Duplechain stated he will meet with Parish President Designee Amanda Cain within the next five days to sign the Executive Order for the Shooting Range off HWY 190.  He stated our ordinance states that their permit must be renewed annually and verification that the berm is secured.  Sheriff Bobby Guidroz and Councilwoman Nancy Carriere stated that they would like to attend when Legal Counsel Garett Duplechain meets with Parish President Designee Amanda Cain to discuss the Executive Order. 

  • Parish President & Finance Report: 
  1. June Budget to Actual Financials

Parish President Designee Amanda Cain forwarded the June Budget to Actual Financial to the Council.  She stated as of June 30th, 2020 the revenue in the General Fund: Revenue:  $3,234,578.96, Expenditures: $2,513,088.72,

Net income of $721,490.23.

Road and Bridge: Revenue $826,072.42, Expenditures: 858,497.53,

Net Loss of: -$32,425.11.

Parish President Designee Amanda Cain stated the Road and Bridge Fund is negative due to COVID-19 and no funding received from the Racino.  She stated she remains optimistic for the upcoming months.

Health Unit: Revenue:  1,408,035.31, Expenditures:  $744,231.89,

Net income of: $663,803.42.

Jail:  Revenue:  $643,101.00, Expenditures:  $230,221.23,

Net income: $390,039.32. 

Parish President Designee Amanda Cain informed the council about a major elevator repair at the jail. The repairs for the elevator are estimated around $100,000.00.  They are awaiting additional bids. She stated the only revenue the jail receive is Ad Valorem Tax Revenue.  Administrative Finance Chairman Wayne Ardoin expressed his concerns for how important it is to renew the Parish Jail Maintenance Tax in December.  Sheriff Bobby Guidroz stated he has spent about $50,000.00 to disinfect the jail due to COVID.  The Jail is over thirty years old.  He has received an anonymous donation to assist in having the first and second floors painted. He will donate $1,500.00 to assist with the painting supplies and he will get the inmates to do the painting.  He stated he will do everything he can to assist with helping to get the Jail Maintenance Tax passed in December.  Councilwoman Mildred Thierry expressed her concerns about the wording for the tax.  She stated it would help if the constituents knew that this tax is a renewed tax and not a new tax. 

St. Landry Parish Airport:  Revenue:  $181,258.07, Expenditures:  204,216.87,

Net loss of:  -$22,958.80

  • CAA Budget Amendment Ordinance

Ordinance No. 2020-015 – Sponsored by Councilwoman Nancy Carriere.

An Ordinance to amend the 2020 operating budget for St. Landry Parish Government for the CAA budget.  Ordinance will be forward to regular meeting held on Wednesday, August 19th, 2020 for introduction.

No action taken.

  • CEA for MGO Software/

Parish President Designee Amanda Cain stated the MGO Software is for the permit department.  It will allow constituents to apply and pay on line for a permit.  Councilwoman Nancy Carriere expressed her concerns about this program.  She expressed how important it is that the permits from St. Landry Parish Government will not be crossed with permits from other offices in St. Landry Parish. Her concerns are making sure that the correct permit is issued by the correct office for the proper work that will be done.  Nick Geautreaux stated a plan and design company will make sure that all permits are issued to the correct source.

  • Discuss Contract with Advantage Medical to hire temporary Nurses for Parish Government.  (R. Lucito).

Richard Lucito expressed concerns about the current nurses that are working at the jail.  He stated if a situation would arise where a St. Landry Parish Government Nurse had to be quarantined at home, this contract will allow the Parish Government to contract nurses with Advantage Medical to hire temporary nurses.  It won’t cost anything unless we use their services.  This contract has been reviewed by Legal Counsel.  Councilwoman Nancy Carriere questioned if the nurses at the jail rotate their shifts.  Richard Lucito stated the nurses do rotate their shifts.  This contract will cover any nurse or their family that may be affected by this pandemic and that nurse may not be able to fill their shift for a long period of time. Councilwoman Nancy Carriere questioned the funding to pay these nurses that are contracted out.  Richard Lucito stated the same funds that pays the St. Landry Parish Government Nurses.

A motion was made by Councilman Dexter Brown, seconded by Councilman Timmy Lejeune to forward to regular meeting, Wednesday August 19th, 2020 authorizing the Parish President Designee Amanda Cain to sign a contract with Advantage Medical to hire temporary nurses if needed for the Parish Government.

  1. Approval of Resolution No. 025-2020 – A sewer treatment plant in the Linwood Subdivision.

A motion was made by Councilman Timmy Lejeune, seconded by Councilman Gil Savoy to forward to regular meeting, Wednesday August 19th, 2020 approving Resolution No. 025-2020. WHEREAS, a new pump station for the sewer treatment plant for the area in and near the south of the City of Opelousas in St. Landry Parish must be built to service that area; WHEREAS, St. Landry Parish Government will buy lot 30-B in Linwood Subdivision West from Linwood Reality Company, Inc. for the new pump station.

  1. Authorize the approval of a permit to be issued, at no cost to the constituent, for a Natural Disaster/Fire on Sandre Lee Road in Opelousas. 

Administrative Finance Chairman Wayne Ardoin stated a homeowner applied for an exemption of a permit due to a fire that destroyed their home on April 22, 2020.  They are planning on moving a mobile home back on the resident at 247 Sandre Lee Road.  He has verified the fire report and ownership of the property.  He stated the Ordinance read that occupants of a resident or building destroyed by natural disaster, tornado, fire, wind storm, flood, etc. shall be granted a onetime exemption from having to install a new sewer system if the occupant applies for a permit within one year of the date of the loss.  He is requesting the council to approve the issuance of permit at no cost to the constituent.
